Eather teleport near planets while you have no cargo or go to a university (try the vulcan planet).

universitys can be found at (if i remember correctly) Vulcan, Delphi and Andoria (sorry about spelling mistakes)

Definitly go to Vulcan or any Vulcan University, its much easier to buy the EXP than go through that tedious and boring work of constantly warping to planets.
