Two things I want to know. Can you get a planet just by visiting it with a 100+ prestige and destroying their enemies? Also, can you start off as like an earth officer and after having a good prestige with the planet you get the whole government? It doesn't seem very likely.

You can only take over an empire if you have annihilated all of its enemies. If you started as an Earth person, then you will have to had taken out the Klingons and The Lysians, which would be a great challenge as the Klingon Empire is vast and powerful. As for the Lysians, well... you know...

about the earth officer being able to take over human planets with just prestige, thats true, as far as i know anyway, if you get a good prestige with a system of the same race/government as you (romulan takes romulan) than you can simply transport to the planet and take it. But you really do have to get some good prestige if i remember correctly.

I currently control 25 planets, and most of them simply gave themselves to me. As soon as I had enough money, I visited Vulcan and trained my Away Team score up above 100. Then I snapped up all the uninhabited planets, such as Denmark. Once you have a planet, the cash starts rolling in quickly.
In no time I had enough money to get my Navigation up over 100, so I quickly went into the nebula and colonized the two planets there (obviously not Vex).
By that time I already had the "galactic emperor" rating in my stats window, and I had over a hundred thousand bucks coming to me on an average hop between planets. I bought up all the station plans I could find and truly fortified my planets with stations and strong fleets (mostly federation stuff).
My first target was the Jem'Hadar, and I soon branched out to attacking the Tholians. I eliminated both planets at about the same time. Once they were gone I bought one of those Protection Passes (I think from Vulcan), which raised my standing in all independant systems. Then I hopped from system to system, letting all the independant systems give themselves to me. Sometimes I had to build them a couple stations first, but thats not a big deal since I had to fortify them all anyway, since the Tholians were still pestering some of my planets even long after their home world was mine.
My next target was the Cardiassians - yes, its easier to just wipe out the Bajorans, but Bajor is so nice.. who could have a war there? For some reason there are never any Cardassian ships in their systems, except Cardassia it's self (at least, until I took it over). Its taking forever to wipe out their other planets because I can never find their ships.
I'm also starting a war with the Klingons, since the Humans have them on their heels. I'm mostly just cleaning up their mess.
Primarily I'm flying fleets of Jem'Hadar battle cruisers because I accidentally blew up the darn station that sells Dreadnaughts (way to go me!).
I only bothered to build one Dyson Sphere, mostly because I can't be bothered to click 900 times to get enough materials. My money is in the trillions, so I can afford a hundred of them, but I nearly broke my hand on the first one.
I'm not sure if you can take over any inhabited worlds by being COMPLETELY nonviolent. I think you have to take out either the Tholians or the Jem'Hadar before you win people's respect, but I could be wrong. Sometime I'll try being a total pacifist. Right now, I'm going for total galactic conquest.

Yeah, you're right, it does work with independent systems. Right now I'm a non-aligned guy, so is it possible to take over any planets with non-independent governments?

Actually, you can just hold "D" to buy deuranium, instead of clicking it a billion times. It still takes a while to hit 900000 though...

best ship is probably the dreadnought. Which can be found in the paso system sout-east of it. If i remember correctly..
simply zoom out (<) and you should see a human starbase (disabled) which sells it there. But when in the system make it quick because it is extremely weak and pirates will probably blow it up:(
