It's been fixed. And it happened after you lost one of your ships. I don't know if NG has the fixed one up yet but offline is fixed.

This is a problem. I wonder if he just forgot to put plans? In order to have my fleet kill the Earthie ships they go off and kill the array too. Vex, any chance you could add the plans?

There're two that I know about and neither of them sell plans, is there any way to build one of your own? I need to blow them up to conquer the klingons and earthies but I don't want to lose the benefits...

It Autosaves. Never had a problem with it and blowing up. And the save feature is working for me. If you are trying to open a save from online then I think you need to import it from offline.
